enforcement of the “Notice of Violations and Demand to Cease Violations” issued on
Friday, November 11, to persons staying overnight in Frank Ogawa Plaza. The operation

Because today a mandatory work furlough day due to budget cuts, City Hall
is closed and services other than police and fire emergency services are closed. The City
continues to ask the encampment to select an official group to meet with the Mayor and
City staff to discuss a peaceful resolution to the encampment at Frank Ogawa Plaza.

The Mayor, City Administrator and Chief of Police continue to urge people
to leave peacefully and voluntarily. Members of the Mayor’s staff circulated flyers with
information about shelter options yesterday and helped to facilitate transportation to
shelters. Flyers with shelter information will be circulated again today. The City has made
arrangements to open the winter shelter at the Oakland Army Base on Monday, November
14—a day earlier than had been originally announced.

Last week the Port and City of Oakland, together, applied for
a Transportation Investment Generating Economic Recovery (TIGER) grant through the United States
Department of Transportation (USDOT) in the amount of $40 million. The grant will help fund the first
phase of the redevelopment of the former Oakland Army Base (OAB) into a world class trade and
logistics center.
