Housing and Community Development Consolidated Plans
The City of Oakland is required to submit a 5-Year Consolidated Plan, as well as annual Action Plans and Performance Reports to the U.S. Department of Housing and Urban Development (HUD) in order to receive funds from the Community Development Block Grant, HOME Investment Partnership, Emergency Shelter Grant, and Housing Opportunities for Persons with AIDS grants.
The 5-year plan includes information on housing needs, resources, and strategies.
The annual action plans include information on specific activities funded with CDBG and other federal funds, as well as housing activities carried out with other funds.
The performance reports provide information on actual accomplishments and expenditures.

Housing Element
California cities are required to prepare Housing Elements for their general plans. The Housing Element describes market conditions and housing needs, identifies sites capable of supporting projected demand, and presents a strategy and action plan for achieving the City's housing goals.

Countywide Homeless and Special Needs Housing Plan
Oakland is a participant and endorser of the EveryOne Home plan to eliminate homelessness in Alameda County. Completed in 2006, the EveryOne Home plan addresses the housing and services needs of persons who are homeless, are HIV-positive or have AIDS, or have behavioral health problems.

Linked Banking Ordinance
- City Ordinance 12066 C.M.S. - The Linked Banking Services Ordinance encourages community lending by requiring lenders to meet fair share goals as a condition of being an eligible depository for City banking services. July 14, 1998.
Rent and Eviction Laws
- Rent Adjustment Ordinance - Ordinance 12538 C.M.S. is the current version of Oakland's Rent Adjustment Ordinance. This law is intended to prevent excessive rent increases and provide a process for resolving disputes between renters and property owners regarding rent increases. (19p. 9/30/03)
- Just Cause for Eviction Ordinance (Measure EE) - Adopted by the voters in November 2002, this ordinance prohibits termination of residential tenancies without just cause. Ordinance 12537 C.M.S. is the current version of this law. (10p. 9/30/03)
