CDBG Application Packet
Fiscal Year 2013-15
The City of Oakland through its Department of Housing and Community Development (DHCD) is inviting citizens, non-profit and for-profit organizations, and City Departments to submit proposals for projects to be funded by the seven Community Development (CD) Districts from the Community Development Block Grant (CDBG) to be awarded by the U.S. Department of Housing and Urban Development (HUD) for the 2013-2015 funding cycle beginning July 1, 2013. Requests for information and submission of proposals should be made to Mrs. Lisa Brown, CDBG/Commercial Lending Manager, in DHCD at (510) 238-2064.
Interested applicants are required to attend one of two mandatory orientation meetings scheduled for Wednesday, October 17, 2012 in City Hall Hearing Room Two, First Floor, One Frank H. Ogawa Plaza, Oakland. The meetings will be at the following times: from 10:00 a.m. to 12:00 noon; and from 2:00 p.m. to 4:00 p.m.
Attendance sign-in will begin at 9:45 a.m. and 1:45 p.m. respectively, and attendees must sign-in no later than 10:10 a.m. and 2:10 p.m. respectively and be present for the entire session. If you have not already confirmed your attendance, please do so by email (cdbg@oaklandnet.com) no later than Monday, October 15, 2012 and indicate the preferred time slot and number of persons to attend. Please bring this RFP packet with you.
Proposals are due no later than 12:00 noon on Wednesday, October 31, 2012.
The RFP for the FY 2013-15 funding cycle reflects information from the Strategic Planning process conducted in the Spring of 2010 with the seven Community Development (CD) District Boards. The priorities established for each District through this Strategic Planning Process will be the categories to be funded through this RFP.
The categories for the FY2011-2013 CDBG RFP are as follows and are delineated in detail for each District in Attachment A:
- Services
- Housing Related Services
- Capital Improvement
Only proposals addressing the specific priorities of each District under these categories will be accepted and considered for funding.
In addition to the District programs, there will be $125,000 allocated annually for city-wide Fair Housing programs administered by providers that are a HUD Approved Counseling Agency for Fair Housing Assistance.
