Neighborhood Stabilization Program for Foreclosed Properties
NSP1 Program
The City of Oakland has been awarded $8.25 million from the U.S. Department of Housing and Urban Development (HUD) to address the problem of abandoned and foreclosed homes. To receive these funds, the City was required to prepare a Substantial Amendment to its Consolidated Plan and make the draft available for public comment for a period of at least 15 days.

NSP3 Program
The City of Oakland has been awarded an additional $2,070,087 from the U.S. Department of Housing and Urban Development (HUD) NSP 3 program to address the problem of abandoned and foreclosed homes. To receive these funds, the City prepared a Substantial Amendment to its Consolidated Plan and made the draft available for public comment for a period of at least 15 days prior to submitting the plan to HUD on March 1, 2011.
In March 2013, the City revised its NSP3 Substantial Amendment to fund new foreclosure mitigation and neighborhood stabilization efforts, including the Restoring Ownership Opportunities Together (ROOT) loan fund. Click here for a copy of the final revised substantial amendment for the NSP3 funds.
