Executive Profiles
Vitaly B. (“Vit”) Troyan, P.E. is Director of the Public Works Agency and a licensed Civil Engineer. Vit has over 40 years of public and private experience in public works, including serving as Deputy Director of Public Works for San Francisco and City Engineer for Los Angeles. Throughout his career, Vit has effectively streamlined business processes to deliver quality services at minimum cost. Vit oversees a staff of 723 and an operating budget of $121 million. He is responsible for the management of Oakland’s infrastructure, facilities and engineering. Outside of work, Vit enjoys travelling, teaching, watching his five grandchildren grow and rooting for the California Golden Bears.
Brooke A. Levin is Assistant Director of the Department of Facilities & Environment. Brooke has more than 30 years of public and private sector experience, including the past 19 years with the City of Oakland. She has been the Assistant Director of Public Works for the past six years, overseeing a $60 million dollar annual budget. In that role, she manages the operation and maintenance of parks, city facilities, street cleaning, garbage and recycling collection, environmental cleanup, tree services and sustainability. For ten years prior to that she was Oakland's first Environmental Services Manager. She also played a key role in planning and public works issues as a Policy Advisor to Mayor Elihu M. Harris from 1991 to 1994, and had a lead role in the aftermath of the Oakland Hills Firestorm. She is an artist, enjoys yoga and is the proud mother of two sons. Brooke has a Bachelor’s degree from the University of New Mexico.
Michael Neary, P.E. is Assistant Director of Public Works for the Department of Engineering & Construction and is responsible for planning, designing and implementing capital improvements throughout Oakland. He oversees a staff of 140 and an annual budget of $27 million. With his leadership, his department is responsible for traffic safety, long-range park and facility planning and coordination of public and private utility work in City streets. His department has delivered over $120 million in capital improvements over the past two years. His previous accomplishments include overseeing the the multi-agency effort to replant the area burned in the Oakland Hills Firestorm and completion of the City's storm drainage master plan. Michael has over 30 years of experience in the industry, including ten years with the Alameda County Flood Control District.

David Ferguson is the Assistant Director of the Department of Infrastructure & Operations, responsible for managing the maintenance of Oakland's streets, sidewalks, sewers, storm drain system, equipment services, traffic maintenance and electrical services. David manages an annual operating budget of $46 million and over 200 employees. He holds a Bachelor’s degree in Business Management from Colorado Technical University and an Associate’s degree in Construction Inspection from Chabot College, CA. He began his career with the City of Oakland in 1999 as a Public Works Operations Manager and has has worked for Sewer Maintenance, Utility Inspections, and most recently for Keep Oakland Clean & Beautiful. David completed an APWA Public Works Institute Certificate in November 2010 and currently holds the office of Secretary for the APWA Northern California Chapter. With 27 years of experience in public works management and maintenance, David’s objectives are to share his knowledge and promote a healthy environment for employees and the public.
Jason Mitchell leads the Administrative Department with the Public Works Agency. He has over 13 years of public and private experience in the financial and administrative field, including financial management and budgeting, personnel and risk management, business and information systems and marketing. He holds a Bachelor’s degree in Business Administration, with a concentration in finance, from the California State University at Hayward, a Master’s degree in Business Administration from the University of San Francisco and Urban Redevelopment certification from the University of Southern California. Jason has served in the City of Oakland Office of Parks & Recreation as the Fiscal and Administrative Manager and Chief Financial Officer for the San Francisco Head Start program. He enjoys travelling, sports and treasures time with his family.
