Brooke A. Levin is Interim Director of the Oakland Public Works Agency. She is an American Public Works Association Leadership Fellow with more than 30 years of public and private sector experience, including the past 22 years with the City of Oakland. She has been Assistant Director of Public Works for the past nine and half years, overseeing a $60 million dollar annual budget. In that role, she managed the operation and maintenance of parks, city facilities, street cleaning, garbage and recycling collection, environmental cleanup, tree services and sustainability. For ten years prior to that she was Oakland's first Environmental Services Manager. She also played a key role in planning and public works issues as a Policy Advisor to Mayor Elihu M. Harris from 1991 to 1994, and had a lead role in the aftermath of the Oakland Hills Firestorm. She is an artist, enjoys yoga and is the proud mother of two sons. Brooke has a Bachelor’s degree from the University of New Mexico.
Michael Neary, P.E. is Assistant Director of Public Works for the Department of Engineering & Construction and is responsible for planning, designing and implementing capital improvements throughout Oakland. He oversees a staff of 140 and an annual budget of $27 million. With his leadership, his department is responsible for traffic safety, long-range park and facility planning and coordination of public and private utility work in City streets. His department has delivered over $120 million in capital improvements over the past two years. His previous accomplishments include overseeing the the multi-agency effort to replant the area burned in the Oakland Hills Firestorm and completion of the City's storm drainage master plan. Michael has over 30 years of experience in the industry, including ten years with the Alameda County Flood Control District.
Jason Mitchell is Interim Assistant Director of the Department of Infrastructure & Operations, responsible for managing the maintenance of Oakland's streets, sidewalks, sewers, storm drain system, equipment services, traffic maintenance and electrical services. Jason manages an annual operating budget of $53.1 million and over 238 employees. He holds a Bachelor’s degree in Business Administration, with a concentration in finance, from the California State University at Hayward, a Master’s degree in Business Administration from the University of San Francisco and Urban Redevelopment certification from the University of Southern California. Jason has served in the City of Oakland Public Works Agency as the Agency Administrator, Office of Parks & Recreation as the Fiscal and Administrative Manager and Chief Financial Officer for the San Francisco Head Start program. He enjoys travelling, sports and treasures time with his family.
Susan Kattchee is Acting Assistant Director of the Department of Facilities & Environment, responsible for overseeing the operation and maintenance of parks, city facilities, street cleaning, garbage and recycling collection, environmental cleanup, tree services and sustainability. Ms. Kattchee has over 30 years in the recycling and solid waste field, she has utilized her experience to make Oakland one of the top green cities in the nation. While in her previous role as the Environmental Services Division Manager, she led a City team that partnered and applied for five ARRA energy stimulus grants, winning award of all five grants, oversaw the development and public participation of the City’s Energy & Climate Action Plan establishing City greenhouse gas reduction goals and reduction actions and is leading the procurement for a Zero Waste Services (recycling, green waste and garbage) for 2015. She has served on the National Recycling Coalition Board of Directors and is currently President of the Board for Community Resources for Science. Susan is recognized as a National Public Works Leadership Fellow and also was honored in 2013 as the Professional Manager of the Year Award for Solid Waste from the Northern CA Chapter of the American Public Works Association.
Tom Morgan is Acting Agency Administrative Manager, responsible for managing the Human Resources, Fiscal Services, Business Information Systems, Safety, Training, Public Information, Call Center and Administration functions for the Public Works Agency. He is responsible for a staff of 39 and a budget of $1.8 million. He holds a Bachelor’s degree from Brandeis University. Tom has served in the Oakland Public Works Agency as the Fiscal Services Manager and the City Budget Office overseeing the Police Department, Fire Department and Department of Information Technology. He enjoys camping, golf, hockey, snowboarding, playing with the band and spending time with his family.
