District 4 and District 5 are under direct command of Assistant Chief Anthony Toribio. The two districts cover a total of 13 beats in East Oakland from Fruitvale Avenue to the San Leandro border, from the Estuary to the Oakland Hills. |

| District 4 is led by Captain Steven Tull, who is focused on five key objectives:

Captain Tull has this message for the community:
My goals as we move forward are as follows: deploy law enforcement resources effectively and efficiently, focus on specific issues within my district based on input from the community, develop and implement crime reduction and prevention strategies, be creative and innovative, develop a familiarity with specific problems and issues within the districts, and most importantly, reach out and involve the community in the crime reduction process.
We pledge to hear the community’s voices and concerns, and build a tighter bond and spirit of mutual cooperation based on respect and unity. In a democratic society, it is the citizens who make the difference.

District 5
| District 5 is led by Acting Captain Kirk Coleman Captain Coleman has this message for the community: I believe in being responsive to our citizens. It is my belief that the community and the Police Department have a shared responsibility to work together to reduce crime and improve the quality of life in our District. I want to be able to provide the Citizens of Oakland an environment where they can live, work, play, and thrive free from crime and fear of crime. |
My goals for District 5 are to:
- Reduce violent crime in the District.
- Improve community relations by having officers walk the beat and get to know the citizens in the District.
- Engage citizens in District 5 to get involved so we can get maximum attendance at Neighborhood Watch Meetings.
