The Office of Neighborhood Investment, with the Port and ABM/CCG, is supporting development of the former Army Base by improving infrastructure, remediating hazardous substances in soils and groundwater, and improving housing in the Wood Street area. The Office of Neighborhood Investment is forming a public-private partnership to facilitate the best and highest use of the Army Base.
West Oakland Specific Plan
The purpose of the West Oakland Specific Plan is to develop comprehensive, multi-faceted strategies for facilitating the development of selected vacant and/or underutilized commercial and industrial properties within the West Oakland community (see map for Key Sites). The Plan will be a tool for supporting, attracting and developing commercial and industrial enterprises to provide jobs and services needed by the West Oakland community and the city of Oakland at large.
Broadway/Valdez District Specific Plan
The Broadway Valdez District Specific Plan (BVDSP) will develop strategies to provide destination retail and mixed-use development along Broadway between Grand Avenue and Interstate 580. Broadway is viewed as the City’s “Main Street” and is significant due to its proximity to downtown, its location near two BART stations, a major AC transit bus route, as well as its relationship to adjacent residential neighborhoods, the adjacent medical campuses of Kaiser and Summit/Alta Bates, the successful existing Piedmont Avenue retail street, and the edge of Lake Merritt. The specific plan will provide an area-wide set of development regulations and requirements, including the distribution, extent and location of land uses, infrastructure standards and financing mechanisms for public improvements.
West Oakland Transit Village
West Oakland is a diverse community that attracts a range of family types from different social and economic backgrounds. Designed by the West Oakland Development Group, this development will transform the West Oakland BART station into the Mandela Transit Village, a major urban development project. The Mandela Transit Village development program consists of housing units, supporting retail and parkinng on seventeen acres of property fronting 7th Street. New residents will live in high-quality new housing that meets LEED standards. Shoppers will be able to stroll down a street lined with local and regional serving retail stores.
