The Film Office will issue a permit to film in the City of Oakland during the hours of 7am – 10pm. If filming takes place outside this time frame, please contact us for specifications about your project and how best to proceed.
In order to reserve parking for your film project, please follow these steps:
Create a map (hand drawn or by computer) indicating where you would like to reserve parking. Include the following:
1) street name
2) cross street name
3) nearest street address
4) Spaces you want to reserve. Metered spaces: identify each meter by the serial number located on their posts or find the meter machine number. Non-metered spaces: indicate the space needed in 25 feet increments.
5) date and time you would like to post No Parking signs
6) contact information – production company, location manager name and phone
Submit the map by one of the following ways:
1) Email to email@example.com
2) Fax at 510-238-6149
3) Drop-off at the Oakland Film Office
Once the map is approved by the Film Office, you will be directed to the Permits & Zoning counter at 250 Frank Ogawa Plaza (aka the Dalziel Building), 2nd floor, where your parking spaces request can be entered into the system. Rates for reserving both metered and non-metered parking spaces can be found on the following parking rate sheet. Payment for the parking spaces can be made with cash, check, or credit card.
The Permit and Zoning Department hours are M, Tu, Th, Fr 8:00 a.m. to 4:00 p.m., Wednesday 9:30 a.m. to 4:00 p.m. On the last Wednesday of the month, the center opens at 10am.
Signs must be posted on the parking meters at least 48 hours before the first day out of service. In areas with non-metered spaces, signs must be posted at least 72 hours in advance. Label sign with project name, production company telephone number and dates, times parking is reserved.
Please remove all signs, tape and string from meters after posting time expires.
Intermittent Traffic Control (ITC) and/or Street Closures
If you think your film project will require ITC or street closures, please contact our office to discuss your project’s specifications. This is a test.
To inform the neighborhood about your upcoming film project, we require you to distribute a notification listing details about the project. The notification includes date, time, synopsis, scene details, parking impact and contact information. Please fill out the information in the provided notification template below and send the form to the Film Office for approval before distribution. Notification letters should be distributed to residences and/or businesses that will be impacted by the filming. The Film Office can clarify the process with you to ensure the neighborhood is properly notified.

After filling in the template, please send form to firstname.lastname@example.org or fax to 510-238-6149. We will inform you when to distribute the letter to the neighborhood.
Permit Application and Terms & Conditions
In order for the Film Office to issue a permit, a permit application is needed. Click on the online version or download the permit application pdf version. The pdf can be emailed to email@example.com, faxed to 510-238-6149 or dropped off at the Film Office.
A Permit Terms and Conditions form should be signed and submitted to the Film Office as well. The signed form can be scanned and emailed to firstname.lastname@example.org, faxed to 510-238-6149 or dropped off at the Film Office.
