Local Employment Program
The City of Oakland's local employment programs offer Oakland residents an opportunity to participate in the City's economic mainstream and gain experience in the construction trades.
Contractors who participate in the City's development projects must comply with Oakland's Local Hire Compliance Ordinance and meet Oakland resident hiring goals.
Local Construction Employment Referral Program—A One-Stop Employment Services
An on-site Job Developer evaluates the skill levels of Oakland residents seeking work as skilled or unskilled workers on construction projects. The Referral Program keeps job seekers’ names, contact information and skill levels in their database.
Benefits of Participating in the Local Employment Program
The program serves Oakland residents of all genders, from all walks of life, including the underserved and ex-offender. Program participants have an opportunity to work locally with contractors on City development projects. Financial assistance may be available to eligible residents.
Apprenticeship is an essential pathway to a productive career in the construction trades. It is a job-training system that combines on-the-job training with related classroom instruction. Apprentices are paid employees who "earn while they learn."
15% Apprenticeship Program
The City’s 15% Apprenticeship Program is a construction employment program that ensures participation of Oakland apprentices on Public Works and Redevelopment Agency construction projects.

Perhaps you're undecided about which apprenticeship trade is right for you. Consider enrolling in a pre-apprenticeship program. These programs offer an overview of the skilled trades and provide hands-on training and instruction.

The Local Employment Program accepts applications from Oakland residents year round. There are no application deadlines. To be eligible for the LEP and the 15% Apprenticeship Program, applicants must meet a few requirements:
- Be an Oakland Resident
- Be at least 18 years old
- Have a Social Security card
- Be lawfully authorized to work in the U.S.
- Have a valid driver's license or California State Identification Card
