Redevelopment Updates
The California Supreme Court’s December 29th decision regarding the elimination of Redevelopment Agencies statewide will have a devastating impact on the City of Oakland. Redevelopment programs have improved the livability of Oakland’s neighborhoods and reduced blight.
The Proposed Amended Policy Budget, released on Monday, January 23, 2012, balances the City of Oakland’s budget following the loss of the Redevelopment funding. This loss creates a potential annual budget gap of about $28 million.
Per a California Supreme Court ruling, dissolution of the Oakland Redevelopment Agency and all other Redevelopment Agencies statewide must occur by February 1, 2012.

Enforceable Obligation Payment Schedule
Under the dissolution law, redevelopment agencies are required to adopt an Enforceable Obligations Payment Schedule listing its enforceable obligations and month-by-month payment obligations. The schedule is a roster of Redevelopment Agency obligations currently in effect including bond payments, repayment of loans borrowed by the Agency, employee pension obligations, construction and consulting contracts, grants made through the Façade, Tenant, Basement Backfill and Neighborhood Project Initiative programs and other obligations to third parties.
