Basement backfill and repair program assists private property owners in the repair of their deteriorated sub-sidewalk basement spaces in specific areas of downtown Oakland.

Loans are available for assessment and cleanup of brownfields, underutilized sites where reuse is complicated by the real or perceived threat of environmental contamination.

Businesses in the Enterprise Zone can reduce their state taxes by taking advantage of tax credits including hiring tax credits, sales and use tax credits and more.
Facade Improvement Program
Matching grants reimburse property owners and businesses up to 50 percent of costs for qualifying exterior improvements. Free, limited architectural assistance is available.
Infill Development Incentives Grant Program
In selected redevelopment areas, the Infill Development Incentive Grant Program offers developers and property owners up to $15,000 in matching funds for predevelopment analysis.
Neighborhood Projects Initiative
An annual community grant program that funds one-time, small-scale, community-initiated projects that are located within select redevelopment areas. The program aims to reduce blight and enhance beautification efforts. Grant awards amounts and deadlines vary by redevelopment area.
Tenant Improvement Program
An incentive program that offers matching grants to property owners and/or new business owners for interior improvements. The space must have been vacant for six months or longer and have a prospective tenant. Free, limited architectural assistance is available.
