Central Estuary Implementation Guide
The City of Oakland is preparing the Central Estuary Implementation Guide and related environmental document, to guide future development in the Central Estuary Area. The project focuses on four subareas within the larger estuary area where some land use change from existing conditions is anticipated. The project entails the rezoning of these areas consistent with direction from the Estuary Policy Plan, as well as General Plan Amendments to increase the allowable Floor Area Ratios. In addition, the Implementation Guide will include design guidelines and development standards for the various subareas.
The Implementation Guide contemplates less change from existing conditions than envisioned during the community outreach process of 2009. The reduction in change reflects the City Council adopted preferred alternative. The City’s 1999 Estuary Policy Plan (EPP) Policy MF-2 calls for the preparation of such a guide.

UPCOMING PUBLIC HEARINGS
A public scoping hearing to consider comments on the scope of the Draft Supplemental Environmental Impact Report is scheduled for the Planning Commission.

All interested persons are invited to attend and be heard.
The Notice of Preparation to prepare a Supplemental Draft Environmental Impact Report includes the preliminary draft project description which includes the following growth assumptions: 391 residential units, 31 live/work units, 374,857 square feet of industrial space, 712,022 square feet of commercial units, 10.7 park acres.
