What does the Redevelopment Division do?
The Redevelopment Division plans and directs major redevelopment projects to improve economic conditions throughout the City of Oakland by reversing deteriorating trends, remedying blight, and creating a new image for the City. Redevelopment projects can rehabilitate property, build new homes, create jobs, simulate private business & development, and stimulate new investment.
What is Zoning?
Zoning provides the standards and regulations that apply to land and structures in the city. These standards and regulations help implement the General Plan which are the goals, policies and recommendations of how development in the city (long-term) is to be achieved. There are numerous zoning classifications. Each one has a list of permitted uses and standards for building setbacks, densities and heights. Some have specific design guidelines.
Why do I need a building permit?
Building permits are necessary to ensure that all buildings meet minimum standards which protect its occupants and neighbors in everyday living and in the case of emergencies or natural disasters. Certain minor projects do not require a permit. Click here for a roster of minor projects.
Where should I locate my business?
There are several resources to help you find a business location in Oakland, including City staff, commercial brokers, website listings, and shopping district leaders. To find out more information please visit the Business Assistance Center’s website. When considering a business location, you should also consider zoning requirements & regulations. Contact the Zoning Division to obtain zoning clearance for your business location.
How can I find out what licenses and permits I need for my business?
The California Government: On-line to Desktops (CalGOLD) will help determine which local, regional, state and federal licenses and permits you will need for your business operation
Will I need a business tax certificate from the City of Oakland?
Yes, all businesses, residential rental properties, and commercial properties in Oakland must obtain a business tax certificate. Contact the Business Tax Unit for detailed information and applications.
I have questions about a lien on my property.
A lien is put on your property for failure to pay city taxes or fines. Contact the Alameda County Assessor's Office for more information.
Is there assistance to rehab or renovate my building?
Yes. The Federal Historic Preservation program offers two investment tax credit programs for "substantial rehabilitation" of older commercial buildings – 20% for properties on the National Register of Historic Places and 10% for other pre-1936 buildings. The City of Oakland's Façade Improvement Program provides matching grants and design services for improvements to commercial building exteriors in targeted sections of downtown and neighborhood commercial districts.
The Tenant Improvement Program is an incentive program that offers matching grants to property owners and new business owners for improvements to the interiors of vacant commercial spaces. The program is available for commercial spaces that have been vacant for six months or longer and that have a prospective tenant.

What can I do if I think my neighbor is violating the Zoning Ordinance?
If you think your neighbor is violating the Zoning Ordinance, contact the City’s Code Enforcement staff.
What if I construct without a building permit?
If you are found to have started construction without the required permit(s), an inspector will immediately issue a "Stop Work Order". You will be required to apply for the permit(s) and pay additional fees (up to twice the amount of the original fee). After the permit has been issued, you will be required to uncover any work that has been covered so that it may be inspected prior to the release of the Stop Work Order. In some cases, regulations or codes may not permit the type of construction that has been done. In this case, you may be required to replace or restore the area to its original condition prior to your construction.
Why are so many inspections required?
The inspections are required to ensure that the construction is proceeding according to the approved plans and project conditions-of-approval, and that all current code standards are being met. This will help to insure personal safety and to secure the value of the improvement.
Why did I receive a Code Compliance Violation?
The City’s Code Enforcement staff enforces City Ordinances related to Housing, Zoning, Litter, Illegal Dumping, Weeds, Graffiti and other blight issues. A City inspector issues a violation notice when a property is found to be in violation of an ordinance designed to ensure public safety and the safety of building inhabitants.
I received a Code Compliance Violation. What do I do?
Take the corrective actions specified in the violation notice within the time stated to avoid fines and fees. The earlier you contact us, the earlier the issue can be resolved. If corrective actions are not taken, you will be assessed a re-inspection and enforcement fee. If fees are not paid within 30 days, a lien will be placed against the property and collected with the owner's property taxes.
What is the Foreclosed & Vacant Building Registration Program?
To protect and preserve the livability, appearance and social fabric of Oakland, the City requires owners and others who may control property to register foreclosed and vacant property for inspection by Code Enforcement staff. The Statement of Registration form must be filed at the Permit Center not more than 30 days after the foreclosed building has been vacant for 30 days. Learn more about the program.
