Profiles of CEDA Executives
As Deputy Director, Eric Angstadt serves as Planning Director and Environmental Review Officer. He also manages the budget, fiscal and human resource sections of our agency. Prior to joining CEDA in 2005, Eric worked as the Principal Planner and Economic Development Director in Benicia, California; was a consulting planner in Northern California for five years; and spent three years working in rural economic development for the State of Tennessee. Eric also worked for six years as a professional archaeologist and served five years in the U.S. Army as a transportation and logistics officer.
Michele Byrd serves as the Deputy Director of Housing and Community Development in CEDA. In addition to a Bachelor’s Degree in Political Science from the University of California, Davis, Michele holds a Master’s Degree in Public Administration from California State University, Hayward. Prior to her current position, she was manager of the Community Development Block Grant Program for seven years. She is proud to lead efforts to rebuild and revitalize depressed areas and sustain neighborhoods with full access to life-enhancing services.
Ray Derania, CEDA’s Deputy Director of Building Services, is a licensed engineer who brings 11 years of private construction and design experience to his 20-year tenure with the City of Oakland. In addition to holding Bachelor’s and Master’s Degrees in Engineering and a Master’s Degree in Business Administration, Ray rose to the rank of Captain in the U.S. Army Corps of Engineers before being honorable discharged.
CEDA’s Deputy Director of Economic Development & Redevelopment Gregory Hunter has held various management positions within the City of Oakland for 11 years including serving as Assistant to the City Manager. Gregory holds a Bachelor’s Degree in Geography and Urban Planning. He was selected as a National Urban Fellow in 1995 and undertook his graduate studies at Baruch College/City University of New York earning a Master of Public Administration. Mr. Hunter is very enthusiastic about his chosen career as it provides him the opportunity to effect change in those communities that need it the most.
